Zoning Information

The North Virginia Beach Civic League Zoning Review Committee was formed in January of 1998. The committee was established after many years and many struggles of trying to review and take a position on variances requested at the North End.  Rosalie Cheshire took this on herself throughout the early 1990s in an attempt to try to stop what seem to be 100% guaranteed approval for any variance requested at the North End.

Over the past 22 years the zoning Review Committee has reviewed well over 700 variance applications at the North End. A seasoned group of 12 has stayed with the committee for the entire time. The committee is made up of businessmen and businesswomen, real estate professionals, developers, architects, landscape architects, and land planners. The zoning Review Committee has a very distinct process when reviewing applications for variances of the North End.

Our committee meets once a month and applicants are invited to present their request. The zoning committee reviews their site and architectural plans,  visit to site,  and after receiving a presentation from an applicant renders a decision of opposition or no opposition on behalf of the Norfolk Virginia Beach Civic League. This is expressed in a letter to the VB Planning Department and Board of Zoning Appeals. Additionally the Zoning Review Committee reviews all applications for Conditional Use Permits, Subdivision Variances, and ROW closures.

The commitment by these volunteers over the last 20 years has set the standard for zoning review committees and civic leagues in the City of Virginia Beach. We are consistently called upon to meet with Planning Department to discuss how we formed this committee, how we run the committee, and are able to provide this volunteer service to our residents.
